  - Oracle Note: 146599.1: Diagnosing and Resolving Error ORA-04031 (See ORA-04031.ora-code.com).

there are way too many things to list and discuss about ORA-4031 (See ORA-4031.ora-code.com) in a forum
like this....and the best thing for you is to check those notes.
